According to reports from the Japan Broadcasting Association (NHK), the Japanese government held a central disaster prevention meeting at the Prime Minister's residence on July 1, deciding to adopt the "Basic Plan for the Advancement of the South China Sea Trough Earthquake Prevention Countermeasures", with the goal of reducing the estimated number of dead people by 80% in the next 10 years.

For the South China Sea Trough earthquake, the Japanese government has reviewed the disaster damage estimate in March this year. Under the worst circumstances, the number of dead may reach 298,000, and the number of buildings that have completely collapsed or burned will reach 2.35 million.

The latest disaster prevention plan sets disaster reduction targets, including reducing the estimated death toll by about 80% over the next 10 years, and reducing the number of buildings that have been completely destroyed or destroyed by about 50%.

In fact, the Japanese government proposed the goal of reducing the number of deaths by 80% as early as the 2014 edition of the disaster prevention plan, but the measures promoted in the past 10 years have only reduced the number of dead by about 20%, which is not reaching the goal.

In response to this, the Japanese government stated: "Although the goal set in 2014 failed to achieve, it is a matter of life and it is necessary to continue to maintain high goals." Therefore, only a slight adjustment will be made this time and the basic direction will remain unchanged.

As a current goal, the government has significantly expanded the specific targets for specific measures from the original 48 items to 205, including the complete elimination of insufficient earthquake resistance by 2035; the promotion and popularization of earthquake-aware shut-off devices; the improvement rate of 100% in dense areas of wooden buildings will be achieved in five years; the overall reserve rate of coastal embankment will be increased to 50% by 2030; the earthquake resistance rate of major relief facilities and infrastructure facilities will be increased to 32%; and the international standard of all basic local autonomous organisms will be achieved by 100%.

The South China Sea Trough is an unbelievable port at the junction of the Philippine sea slab and the European plate slab, and it is known that a severe earthquake may occur about every 90 to 150 years.

Japanese Prime Minister Shigeru Ishiba said at the meeting: "This plan clearly lists key measures that should be completed within 10 years, including "life-protecting" measures to reduce earthquakes and direct damage to seawater, and "life-prolonging" measures to prevent health and evil in the period of avoidance."
